12月10、11日の2日間に渡って、広島市内で国際賢人会議が開催され、国内外の有識者が核兵器廃絶への道筋について議論しました。
初日の市民社会との意見交換会において、カクワカ広島も発言の機会を頂きました。カクワカ広島としてこういった場で発言するのは初めてだったと思います。委員のみなさんの中には時折頷いたり、メモを取ったりしながら耳を傾けてくださる方もいらっしゃいました。50分間という限られたセッションの中で、参加した各団体と委員の方々が率直なご意見・ご質問を可能な限り交わすことができたと思います。
意見交換会を開いてくださった政府関係者のみなさま、賢人会議のみなさま、そして発言の機会を与えてくださったNGO連絡会のみなさまに心よりお礼申し上げます。
今回の参加において課題も多く見えました。メンバー内で振り返り、次回の会議、そしてG7に繋げたいと思います。

ご参加の皆様、今日この場で若い世代を代表して発言の機会をいただけたことを光栄に思います。
前回の賢人会議の開催から、世界は大きく変わりました。大国による核の脅し、各国の核戦力増強、度重なる核実験など、核の脅威はこれまでになく拡大しています。一方で歓迎されるべき変化もありました。核兵器禁止条約の発効です。市民社会の盛り上がりが世界を動かすことが証明されました。
核兵器禁止条約に対しては否定的な意見も聞こえてきますが、「核廃絶というゴールは共有している」「ステップバイステップで進めていく」といった言葉を繰り返しているだけでは、核廃絶は成しえません。私たちは日本、そしてすべての国々に条約批准を求めています。賢人会議ではどうすれば各国がその方向に舵を切れるか、具体的な道筋を示してください。また、「20xx年までに核弾頭を何%削減する」など具体的な目標を掲げ、核保有国に核軍縮を迫ってください。そして、今後の核軍縮の議論に寄与できるよう、会議の内容やプロセスをできる限り公開してください。
今回の賢人会議には、核抑止を肯定する立場の識者が前回よりも多い印象です。核兵器が使用されたらどんな被害が起こるのかを日本にいる私たちはよく知っていますが、使うだけでなく、持つだけで被害を生み続けてきたことを認識しなければなりません。核実験やウラン採掘による健康被害、人権侵害、ジェンダーによる不釣り合いな影響は今も続く深刻な問題です。核抑止は地球上のすべての人々の安全と健康、そして尊厳を守ることに失敗しているという意味で、すでに破綻しています。誰かの犠牲の上にしか成り立たない安全保障体制に居心地の悪さを感じてください。核兵器をなくすために実質的な核軍縮のプロセスを踏むことはもちろんですが、この社会にはびこる構造的な差別に目を向けない限り解決しないのです。
核廃絶までの道のりがいかに険しいものであるとしても、広島・長崎、そして世界中のヒバクシャが強いられ続けている苦痛は、核軍縮の議論における困難とは到底比べ物になりません。彼らの苦しみを知りながら、ここに座って核兵器がなくなるのをただ願っているわけにはいかないのです。賢人会議のメンバーのみなさん、核抑止ではなく核兵器禁止を勇気を持って世界に訴えてください。私たちはみなさんがここ広島から世界をリードしてくださることを望んでいます。

Good evening. I am honored to have the opportunity to speak here today on behalf of the younger generation.
The world has changed dramatically since the The International Group of Eminent Persons for a World without Nuclear Weapons (IGEP) was last held. The nuclear threat is greater than ever, with major powers using nuclear weapons as threats, with the build-up of nuclear capabilities by various countries and with frequent nuclear tests. On the other hand, there have also been welcome changes. One of them is the entry into force of the Treaty on the Prohibition of Nuclear Weapons (TPNW). It has proved that civil society's momentum can move the society forward.
We hear negative opinions about the TPNW. However, nuclear abolition cannot be achieved simply by repeating words such as "we share the goal of nuclear abolition" or "we will proceed step by step". We are calling on Japan and all countries to ratify the Treaty. As the IGEP, please provide a concrete roadmap on how we can steer our countries in that direction. Also, please set concrete targets, such as "a percentage reduction in nuclear warheads by year 20xx", and press the nuclear-weapon states to disarm. And please make the content and process of the conference as public as possible so that it can contribute to future discussions on nuclear disarmament.
I have the impression that compared to the previous meeting, there are more experts at this year's IGEP who are in favor of nuclear deterrence. We in Japan are well aware of the damage that the use of nuclear weapons would bring about. But we must also recognise that possessing the weapons alone has continued to create damage. The health hazards, human rights violations and disproportionate gendered impacts of nuclear testing and uranium mining are serious problems that continue to this day. Nuclear deterrence has already failed in the sense that it has failed to protect the safety, health and dignity of all people on the planet. You should feel uncomfortable in a security regime that can only be established at someone else's expense. The process of substantial nuclear disarmament to eliminate nuclear weapons is, of course, not a solution unless we look at the structural discrimination that infests our society.
The road to nuclear abolition may be steep. Yet we must remember the suffering that Hibakusha in Hiroshima and Nagasaki, and around the world, continue to endure. Their suffering has been far greater than the kind of difficulties we have faced and will face in nuclear disarmament efforts. Knowing their suffering, we cannot just sit here and hope that nuclear weapons will be eliminated. Members of the IGEP, please have the courage to appeal to the world for a ban on nuclear weapons, not nuclear deterrence. We hope that you will lead the world from Hiroshima.
